The order forbade Jews to use public transportation. Special permits were issued to Jews who worked at a distance of over 5 miles from their homes and children who went to a school at a distance of over 3 miles. This forced Jews to walk long distances to work and to the special shops where they were allowed to do their shopping. Combined with the curfew at night, this decree made meeting other Jews for social purposes extremely difficult and enhanced their loneliness.
